Betting in Kuwait vs Iraq: Two Different Markets

May 9, 2026 By GISuser

The betting scene differs across all countries; some are regulated by designated local organizations, while in other countries it is done under the radar. As for Arab countries, gambling—be it online or offline—contradicts religious beliefs and is thus battled by the governments. However, even within each Arab country, access to betting differs. We will take Iraq and Kuwait as an example, as they are two opposite sides of the same coin.

The Legal Reality of Betting in Both Countries

When talking about the legality of betting in both Kuwait and Iraq, both nations try to prohibit these activities; however, the intensity of the enforcement and regulation differs between the two countries. In a nutshell, Iraq is more tolerant than Kuwait, but in general, players in both countries rely heavily on offshore betting sites that welcome them with open arms.

With that said, here’s a quick overview of the reality of the laws of gambling across both countries. It’s important to mention that in some cases there may be prison time; however, this is mostly focused on land-based gambling. The government tries to block offshore betting sites, but they can still be accessed. Because the offshore betting sites are not regulated by the countries themselves, they have licenses from gambling authorities abroad.

How Players Access Online Betting Platforms

Accessing betting sites Kuwait, as well as in Iraq, online is slightly tricky. However, players have been safely playing on such platforms for years now, and a common scenario goes as follows.

Secure VPN Connection: Both governments try to block online betting sites. However, this block and this ban can be bypassed by VPN, virtual private networks that show you as being from a different country. And even though this is usually not allowed in the terms and conditions of online betting sites, they understand the reason why such players do so and they tolerate it. Most players opt for paid and proven VPN applications for higher security measures.

Anonymous Payment Options: Kuwaiti banks block and often report any gambling transactions. It’s the same case with Iraq. In Kuwait, players resort to e-wallets like Skrill, Neteller, or MuchBetter, as well as many others, given that they are available in the country. Iraq is a slightly different story in this case because such e-wallets do not serve Iraq. However, Iraq has plenty of local e-wallets, such as FastPay or ZainCash, which are well known in the country as online casino payment options. The leader in anonymity and speed remains cryptocurrency in both countries for such platforms.

Account verification is not a problem: Even though licensed online betting sites require their players to undergo KYC verification by submitting their ID cards, proof of address documents, and other documents. The online betting sites are bound by the laws of their gambling regulatory body to encrypt the data of their players and not to share it with any third party. This is where the license and reputation of the online betting site play a big role. Iraqis and Kuwaitis opt for trustworthy, well-known licensed online betting sites, namely BetFinal, 1xbet, Melbet, and others.

How Betting Platforms Adapt to Players in Kuwait and Iraq

Online betting sites have enough experience to acquire the preferences of each type of player, and Iraqis and Kuwaitis have different preferences and are of different niches. Both are valuable players. However, it is considered that Kuwaitis are more leaning towards casino games like slots and especially live games like live roulette. Iraqis, on the other hand, whilst also enjoying their fair share of games, sports betting Iraq remains much more popular.

It is important to note that online betting sites actively and eagerly target Kuwaiti players specifically because many of them are high rollers and they have high purchasing power. Thus, their love for casino games makes them great target customers for such platforms. So, we often see generous welcome packages and loyalty programs specifically tailored for Kuwaiti players. Iraqis also have their fair share of access to bonuses by betting sites, but in some cases, it can be slightly less than what is offered to Kuwaitis.

Key Takeaways

The betting landscape in Kuwait and Iraq highlights two neighboring countries that have developed different realities despite sharing a generally restrictive legal stance on gambling. While both governments operate outside any regulation, differences do appear in the level of enforcement, ease of access, and the structure of these offshore betting sites serving each audience. Kuwait is characterized by stricter controls and more limited access conditions. The presence of land-based casinos is completely absent. Iraq, on the other hand, has more flexible practices. You may even see casino cafés here and there across the country, even if operated low-key. These distinctions have shaped how offshore betting platforms position their services and how the broader market has evolved in each country.
