This via the ArcGIS Marketplace blog… “This maximum priority satellite tasking service is the absolute fastest way to receive a newly acquired image, which makes it an important solution for disaster response activities and any application that requires capturing an event scheduled to take place on a specific day. The image is delivered with no commitment on cloud cover, so it’s important for the user to take weather and other atmospheric conditions into consideration when utilizing this service.”
