RFP – Flight Based LiDAR Mapping, BC Government

Summary

The Ministry invites proposals from firms specializing in flight based high-density LiDAR
mapping, high-resolution ortho-photography, and RoadEng or AutoCAD Civil 3D Survey Project
Data. The objective of the project is to have two proponents (two contracts) on an as and
when contract to provide flight based LiDAR mapping, high-resolution ortho-photography and
RoadEng or AutoCAD Civil 3D Survey Project Data for a variety of areas of varying sizes
for projects and works which are dependent on individual project scope and budget
resources. Assignments will originate from the Engineering Branch for its clients which
include FLNRO Districts, BCTS and others. They may include capital, rehabilitation, PEP,
and other Ministry programs.

The contracts will be for a term of two years. Subsequent agreements that result from this
RFP may have the potential to be an option-to-renew contract renewable for a further term
of 1 year, to a maximum of three additional years, subject to funding and satisfactory
performance of the Contractor and at the ministry’s discretion. As renewal is not assured,
Bidders are cautioned to prepare their tender price on the basis of a single term contract
only. Should the option-to-renew be exercised, the bid rate or bid price is expected to
remain unchanged in the subsequent term unless, in the ministry’s sole opinion, a
negotiated rate change is warranted.

Proponent inquiries will not be accepted after April 2, 2013. Inquiries are to be
directed only to the Ministry Representative identified below.

If the Ministry posts any addendum to the Request for Proposal package, it will be made by
issuing an addendum:to the BC Bid® website at http://www.bcbid.ca. Proponents are
strongly encouraged to select "Send Me Amendments" that is included as an option on the
Opportunity Notice published on BC Bid®. By selecting this option a registered Proponent
will be automatically notified of any amendment that may be issued. Proponents that are
not registered with BC Bid® may register by selecting Start your e-Service, Supplier
Registration on the BC Bid® home page, www.bcbid.ca. Proponents who do not register with
BC Bid® are solely responsible to continually monitor the BC Bid® website on an ongoing
basis to keep themselves informed of any addendum.
