COFPAES Elects Steven L. Biegel Chairman

Reston, VA, December 21, 2011 – The Council on Federal Procurement of Architectural and Engineering Services (COFPAES) announced the election of Steven L. Biegel, AIA, LEED AP, as Chairman for 2012.

Biegel was elected chairman to a one year term by the delegates from the five COFPAES member organizations during the council’s Fall meeting in Washington, DC
Biegel is Chief Executive Officer, Principal and Director of Design for Matrix Design Companies, a collection of full service architectural, engineering, planning and interior design firms based in Arlington, Virginia, with offices in Houston, TX, Los Angeles, CA, and Annapolis, MD.

Biegel has owned and managed several of the largest and most successful A/E firms in the Washington, D.C. region. Formerly, he was Managing Principal in the D.C. office of Einhorn Yaffee Prescott, Architecture & Engineering P.C., Vice President of Operations for the DC office of URS Greiner, Vice President & General Manager of GNM & Associates, and CEO of Lawrence & Lawrence, P.C. He is the author of a recent book on profitable practice management for architects and engineers entitled Profit By Design. He earned a Bachelor of Architecture from Syracuse University in 1978. Biegel has been the American Institute of Architects delegate to COFPAES since 2010.

"Steve has a comprehensive knowledge of federal A/E selection procedures. His election by the COFPAES delegates will serve the profession and our member organizations well," said John Palatiello, COFPAES Administrator. "As COFPAES works to promote qualifications based selection (QBS), the use of private sector A/E firms in federal programs, designing sustainable facilities, planning livable communities and improving the nation’s infrastructure Mr. Biegel’s knowledge and leadership will be an asset to the profession. Early in his career, Steve was a professional staff member at the AIA and VP of The National Institute of Building Sciences (NIBS), so he has a strong working knowledge of associations, the design profession, and COFPAES."

Since its inception in 1966, COFPAES has provided the design community with a common voice on federal procurement law and regulations. COFPAES continues to serve the American public as a well-known and respected forum for the consideration of policy and operational changes in the selection procedures of design professionals. Because of its emphasis on professionalism in the procurement process, COFPAES assists the federal government in assuring that the design of projects to satisfy the building and infrastructure needs of our Nation is conducted in an efficient and quality manner.

The member organizations of COFPAES are the American Congress on Surveying & Mapping, the American Institute of Architects, American Society of Civil Engineers, MAPPS – the association of private geosaptial firms, and National Society of Professional Engineers.

COFPAES was formed in the 1960s to serve as the unified voice of the architectural, engineering (A/E) and related services profession on issues related to federal contracting. Member organizations are the American Congress on Surveying and Mapping (ACSM), American Institute of Architects (AIA), American Society of Civil Engineers (ASCE), Management Association for Private Photogrammetric Surveyors (MAPPS), and National Society of Professional Engineers (NSPE). Throughout its history, COFPAES has focused on ensuring quality and competence in the procurement of professional A/E (including surveying and mapping) services. COFPAES serves the American public by assisting Congress and federal agencies with policies to ensure that projects to satisfy the building, infrastructure, resource, defense, and security needs of the Nation are conducted in an efficient and quality manner.
