Dean Harder, based in Dewberry’s Fairfax office, has been promoted to senior associate. Harder has 37 years of experience in emergency management and quality/risk management. His experience includes directing programs for homeland security, port operations, and search and rescue in response to large-scale maritime emergencies and events. He is currently the project manager for the PaTH joint venture, a FEMA Individual Assistance contract. He has also deployed to Louisiana for Hurricane Katrina and Wisconsin for severe flooding as a project specialist and task lead for the FEMA Public Assistance contract. Harder received a bachelor’s degree in management from the U.S. Coast Guard Academy and a master’s degree in business administration from Golden Gate University.
Laurel McGinley, PE, based in Dewberry’s Fairfax office, has been promoted to senior associate. McGinley has 16 years of professional experience in geotechnical and environmental engineering and emergency management. She currently manages the engineering branch within Dewberry’s emergency management disaster and mitigation services department, and has been deputy program manager of contracts with the U.S. Department of Labor and FEMA. McGinley has a bachelor’s degree in economics from Washington and Lee University, as well as a bachelor’s and master’s degree in civil and environmental engineering from Georgia Institute of Technology.
Shandi Treloar, also based in the Fairfax office, has been promoted to associate. Treloar has been a project consultant in Dewberry’s emergency management, disaster, and mitigation services branch for seven years, with a successful record in managing projects related to emergency management and homeland security preparedness and planning on the local, state, and federal governmental levels. Treloar’s recent projects include developing and updating emergency operations plans, continuity of operations plans, hazardous materials commodity flow surveys, biosecurity/bioterrorism, transportation container security, debris management planning, special needs planning, recovery planning and public assistance financial recovery planning and support. Treloar has a bachelor’s degree in social work from the University of Portland and a master’s degree in political management with a concentration in crisis and emergency management from The George Washington University. Treloar is also a member of the Virginia Emergency Management Association and the International Association of Emergency Managers.
Deborah Mills, CFM, based in Fairfax, has also been promoted to associate. Mills has 34 years of experience in hazard mitigation, emergency management, and environmental leadership. Currently, she serves as the national hazard mitigation subject matter expert, managing numerous hazard mitigation plan update projects and FEMA task orders.Mills has served in response to 16 federally declared disasters, including the Katrina Biloxi Area Field Office (AFO). Mills is the chair of the Association of State Floodplain Manager’s flood mitigation committee. She holds a bachelor’s degree in forest management from West Virginia University.
